🔴 Plângere penală împotriva Guvernului și conducerii ANMAP pentru funcționarea ilegală a unei agenții fantomă 🔴

The initiative comes in the context of a public scandal regarding ANMAP , the agency that has become known as " the institution with 3 bosses and 0 employees ", extensively presented in a Digi24 investigation.

️ What we denounce in the criminal complaint:

• The illegal issuance of Government Decision No. 311/2025 , which does not specifically regulate the organization and functioning of ANMAP;

• The unauthorized exercise of public functions by persons who do not have legal employment contracts in force;

• Issuing environmental permits and authorizations without legal competence , with serious effects on the legality of administrative decisions;

• Illegal payment of salaries from public funds to persons not legally employed in any valid institution;

• Failure to comply with the deadlines and procedures in GEO 103/2024 regarding the merger of environmental institutions (APMs and ANANP).

️ Institutions and persons concerned:

• The Government of Romania – the issuer of the illegal normative act (GD 311/2025);

• Ministry of Environment, Waters and Forests – responsible for drafting the reform and overseeing its implementation;

• The leadership of ANMAP – including the President and the two Vice-Presidents, who allegedly exercised public functions without legal basis.
